The American Prospect President Obama increased funding through the stimulus package, but states lost that money after 2010. In response to the fall in state revenues and the loss of extra federal funds in 2011, states cut services for the poor, including the child-care subsidies. A study by the National Women’s Law Center found that families in 27 states were worse off in 2012 than in 2011. At the same time, most of the jobs created in the sluggish recovery—58 percent—were in the low-wage service sector, which meant that more parents, especially mothers, were working for less pay.
