Fact Sheet | The President’s FY2014 Budget and Women’s Health

On April 10th, the President released his budget proposal for fiscal year 2014. Compared to the recently released House Budget   the President’s budget demonstrates a commitment to preserving women’s access to the health care coverage and services they need. The President’s budget fully funds implementation of the Affordable Care Act and does not make drastic cuts to the Medicaid program. However, it does include cuts to the Medicare program that will increase beneficiaries out of pocket costs and make it harder for older women to afford the care they need.

Fact Sheet | Strong Public Support Continues for States to Accept Federal Funds to Cover More Uninsured People Through Medicaid

A new national survey sponsored by the Georgetown University Center for Children and Families and the National Women’s Law Center shows strong support among adults 18 and older for their states to accept federal dollars that have been allocated to cover more uninsured people through Medicaid.  The survey, conducted March 15-19, 2013 among 1,016 adults 18 and older, has a margin of error of + 4 percentage points.

These changes would leave millions of women and their families without the financial security of high-quality health insurance, unable to access the health care services they need, and facing dramatic increases in their healthcare costs.

Medicaid provides vital, affordable health coverage to over 60 million low-income individuals and people with disabilities, yet it is often targeted when policymakers seek to curb spending. Cuts to Medicaid, however, would restrict access to health services for the millions of Americans who rely on this coverage, including nearly 21 million adult women.  These women are far more likely to be poor, have poorer health, and lower educational attainment than women covered by private insurance.  Medicaid provides these low-income women with comprehensive health care that improves their health outcomes.

Fact Sheet | Repeal of Medicaid Maintenance of Effort Requirements Will Harm Women

May 23, 2011

On May 12, 2011, the Subcommittee on Health of the House Energy and Commerce Committee approved H.R. 1683, the State Flexibility Act of 2011. H.R. 1683 would repeal the maintenance of effort requirements under Medicaid and the Children’s Health Insurance Program (CHIP) passed as part of the health care law and economic recovery legislation. These provisions require states to maintain their current Medicaid and CHIP eligibility limits and application and recertification procedures for adults until 2014 and children until 2019. Though states claim that they need to be able to cut enrollment to respond to budgetary pressures, the repeal of the Medicaid maintenance of effort requirements will harm women and their families.

The Ryan FY12 budget proposal would devastate this vital health care safety-net for our most vulnerable women and families.  By arbitrarily cutting the program by $771 billion (a cut of more than 20%), and converting the program to a block grant that would cap funds to the states, states would face unpalatable options:  increase costs for recipients, reduce covered services, cut already low reimbursement rates to providers, or cut people from the program. Ultimately, millions of older, disabled, pregnant or poor women could lose their health coverage with no alternative.
