Federal Guidance for States on Implementing Economic Recovery Provisions Related to Early Care and Education and Grant Opportunities

The American Recovery and Reinvestment Act, which was signed into law by President Obama on February 17, 2009, makes significant new investments in child care, early education, and related programs, including $2 billion for the Child Care Development Block Grant, $3 billion for the TANF Emergency Contingency Fund, $2.1 billion for Head Start and Early Head Start, $53.6 billion for a new State Fiscal Stabilization Fund, $13 billion for Title I School Improvement grants for disadvantaged children, and $900 million for IDEA preschool and infant/toddler grants. This legislation was a huge victory for children and families, and guidance and instructions for application and use of these funds are included here, as well as general information regarding Department of Education and Department of Health and Human Services uses of ARRA funds.
