2. State Implementation of Market Reforms
We have had many discussions the past months about regulations being issued to implement the health care law. But what is happening when those regulations reach the states? Sabrina Corlette with the Health Policy Institute at Georgetown University will discuss a recent report she co-authored on actions states have taken to implement the market reforms as well as discussing what you, as an advocate, can do to make sure that important market reforms, such as the ban on gender rating and pre-existing condition exclusions, are enforced in your state. She will also discuss efforts by some states to limit the types of entities that can be navigators and how that may impact consumer’s access to covered services.

3. Federal Navigator Funding and Proposed Rule on Navigators and Assistors
We are only a few months away from the start of open enrollment and that means navigators and assistors will be an increasingly important part of the conversation. HHS recently released a proposed rule on navigators and in person assistors and, just a couple of days ago, announced a funding opportunity for navigator programs in states with Federally Facilitated Exchanges. Anna Benyo will provide a quick review of top issues in the proposed rule, an overview of the funding opportunities, and potential engagement in states with state-run exchanges or for organizations wishing to be engaged without being a navigator.

4. New Polling and Messaging on Medicaid
A new national survey sponsored by the Georgetown University Center for Children and Families and the National Women’s Law Center shows strong support among adults 18 and older for their states to accept federal dollars that have been allocated to cover more uninsured people through Medicaid. Karen Davenport will discuss the findings from the polling and how messaging can be used to increase support for Medicaid expansion.

NWLC Messaging & Toolkit: Expanding Women’s Coverage through Medicaid
This winter, the National Women’s Law Center (NWLC) and Georgetown University’s Center for Children and Families (CCF) co-sponsored public opinion research to better understand public attitudes and effective messaging on states’ choices related to accepting federal money for expanding coverage through Medicaid. This research also examined public concerns about the coverage gap that will emerge in states that do not accept the ACA's Medicaid funding and health coverage for children. NWLC has drawn on this research to develop messaging materials that advocates can use as they engage in this debate.
