Early on New Year’s Day Congress passed a budget deal to delay automatic across-the-board cuts for two months, extend Unemployment Insurance for a year and make permanent some of the middle class tax breaks. With the across-the-board cuts now scheduled to start March 1 and federal borrowing authority due to run out by then, Congress is edging right back to the fiscal cliff.
