II. California & their Exchange implementing legislation
California recently became the first state to pass legislation implementing the new health care law. We’ll hear a brief sketch of the legislation, what were the big debates, who opposed the bill and why, and what lessons we can learn as other states consider legislation to implement the Affordable Care Act.

III. Update: Women’s Health Amendment & the process to develop recommended women’s preventive screenings & services
As you probably know, the Affordable Care Act requires new plans to cover preventive screenings with no cost-sharing, to include women’s preventive screenings and services. The process to develop that list of recommended women’s preventive services and screenings is about to begin – and we will get an update on the very latest.

IV. Updates & Announcements:
- IOM Request for Comments on the process and criteria to determine the Minimum Essential Benefits package (Due December 6).
- Next Reform Matters call: 1pm, Thursday, December 9, 2010. We will discuss the release of the 2010 edition of Making the Grade on Women’s Health- the national and state by state report card on the status of women’s health.
